Fix #114: issue header separation + state right #122

The issue h2 (number + inline state text) blurred into the first timeline entry: ThreadTimeline rows are divider-separated with first:pt-0, so nothing set the header apart (see BEFORE screenshot on #114).

Change (web/src/pages/Issue.jsx only, no new deps):

  • Header wrapped in a with a bottom rule + padding (zinc-200/800, both themes), 16px gap to the timeline per CDP probe.
  • State floated right as a chip-open/chip-closed badge (Open / Closed as completed|not planned); same state source of truth, h2 level unchanged, keyboard/a11y untouched.

Verified: node --test web/test/unit/*.test.js 257/257 pass; real HeadlessChrome CDP drive of open (#1) + closed (#2) issues in dark + light, zero console/page errors, screenshots in both themes.

and float the state to the right as a chip-open/chip-closed badge
(same state source of truth: open vs closedStateLabel(reason)).
h2 level unchanged; no new deps.
