Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?
Set state hides the + dropdown and shows a triage-gated − button clearing via the existing selectMilestone(null) path (explicit-null PATCH, pinned key, busy guard — #143/#145 discipline unchanged); unset keeps the + dropdown. Milestone title links the canonical filtered list (same href as #119 milestones-page titles). 02_issues.md §11 + Decisions updated. Tests: node --test 317 pass; CDP browser drive set→remove→set both themes, API-confirmed (5 milestone_changed events, no double-fire), zero console errors; no new deps.
