Hero is now title + sub + Browse repositories / Push in 30 seconds. Removes the Configure link (setup stays in top nav, App.jsx untouched), the walgit compliance paragraph (verified still on /how-it-works per #191), and the hero How-it-works button (quickstart-bottom CTA from #199 is now the only one). LANDING_CTAS drops Configure; landing.test.js pins updated; docs/go/12_web_ui.md §2.3/§2.3.x + decision entry in the same change. Tests: node --test web/test/unit/*.test.js 439/439 green. Browser check of / both themes is OPEN (no runnable browser in this env). No new deps. Fixes #229.

Hero is now title + sub + Browse repositories / Push in 30 seconds.
Removes the Configure link (setup stays in top nav + quickstart auth
line; App.jsx untouched), the walgit compliance paragraph (verified it
still lives on /how-it-works per #191), and the hero How-it-works
button (the quickstart-bottom CTA from #199 is now the only one).
LANDING_CTAS drops Configure. Test pins updated; 12_web_ui.md §2.3,
§2.3.x + new decision entry in the same change.
