Redesigns the issue-list filter section (web/src/pages/Issues.jsx, layout only): the filter card is now a responsive grid (2-up on phones, 4 across on sm, 4 flexible fields + Refresh on lg) with visible labels, so controls span the full column width; title is a compact text-xl tracking-tight heading. Same search params, same endpoints/handlers, no new deps.
Checks: node --test web/test/unit/*.test.js 443 pass / 0 fail; browser check via headless scrape of a live server (3-issue fixture: ?state=closed shows only the closed issue, ?labels=bug shows only the labeled one, newest-first; dark + simulated-light computed styles verified, controls keyboard-focusable with label-derived names, zero server errors). Narrow-viewport proof is CSS-structural (base grid-cols-2 + min-w-0/w-full, no fixed widths) — no resizable browser was available (shared :9222 daemon is target-creation-locked; no local browser libs; no system installs).
