Moves the API link out of the primary site-nav into the far-right ml-auto utility cluster (left of NotificationTray + theme toggle), ahead of the fuller footer work. Remaining nav order explore → import → keys → setup; route/href unchanged (/api); same link styling/active treatment via the shared .nav-link class (dark + light). Headless cover: web/test/unit/nav-api-right.test.js; 12_web_ui.md decision appended. Fixes #238.

Fix #238 : navbar API link to the right utility cluster 61dcb0f32a

Moves the API link out of the primary site-nav (remaining order
explore -> import -> keys -> setup) into the ml-auto div, left of the
NotificationTray and theme toggle. Same treatment: still a router <A>
to /api with the identical .site-nav a styling via the shared
.nav-link class (dark + light). Headless cover:
web/test/unit/nav-api-right.test.js. 12_web_ui.md decision appended.
