Layout only (D-WEB-10). Deletes the orphan New-repository CTA row above the header; New repository joins Edit profile in one grouped mt-3 flex flex-wrap gap-2 action row under the bio (each keeps its own gate). h1 text-xl -> text-2xl; handle tight (mt-0.5); header closes with pb-6 border-b before Repositories. Avatar column + org branch untouched; all Show gates byte-identical (diff-verified); zero fetch/cache/server changes.

Tests: 46/46 green across profile-header-403 (new, 8 tests), profile-header, identity-nav; full web suite 802/805 with only the 2 pre-existing smoke failures (also failing on main — need built dist + server); vite + esbuild builds green. No new deps. Closes #403.
