Moves the New repository CTA out of both header spots (user action row under the bio, org title row) into a shared Repositories toolbar (heading row, right-anchored, flex-wrap per #273-#278). Layout only: canWrite gate, /new?owner= href, Edit profile / Manage org gates, #403 divider, fetches and caches all unchanged. Headless cover: new web/test/unit/repos-toolbar-413.test.js (all five acceptance criteria); #403/#395 pins in profile-header, profile-header-403, identity-nav rewritten. Decision D-WEB-11 in DEVIATIONS.md (law 12). No backend change, no new deps. Tests: 53/53 target files green; full suite 823/825 (2 smoke failures pre-existing on main — foreign live instance on :8080, untouched); vite build green. Fixes #413.

title row (which drops its justify-between wrapper) for a shared
repos-toolbar heading row (right-anchored, flex-wrap per #273-#278).
