Reorders the issues-list filter bar to State, Assignee, Labels, Milestone, Refresh (layout-only swap of the Assignee/Labels label blocks in web/src/pages/Issues.jsx; no params/handlers/endpoints change, grid template untouched). Updates the filter-bar order parentheticals in docs/features/02_issues.md, 08_ui_sdk.md and the file header (law 12). Adds web/test/unit/issues-filter-order.test.js (field order + grid + handler/param assertions). Fixes #415.

Fix #415 : issues filter bar order State, Assignee, Labels, Milestone, Refresh d13c5645c8

Layout-only: swap the Assignee/Labels label blocks in the Issues.jsx
filter grid; no params, handlers, or endpoints change. Grid column
template untouched (2-col/4-col/5-col). Update the filter-bar order
parentheticals in 02_issues.md, 08_ui_sdk.md, and the file header (law 12).
Add issues-filter-order.test.js source-structure assertions.
