Owner

Moves the owner repositories listing off /:owner into its own tab at /:owner/repositories (client-only, no API change, no new deps).

/:owner is the profile view (header, tab strip, repository-count teaser with View-all link — no grid); /:owner/repositories keeps the toolbar/CTA/grid/import listing verbatim (move, not redesign).
Planner calls: tab strip (OwnerTabs reuses the Repo.jsx tab bar anatomy) on both routes/variants; no redirect — /:owner stays valid so navbar, /explore sections, author links and EmptyRepoGuide all land sane.
Shared repos:{owner} key (count rides the payload, zero new fetches), shared RepoRow (no fork), all gates byte-identical, org variant on both routes, 390px-safe strip.
Reservation note: a repo literally named repositories loses its UI page (static route wins); git/API unaffected.
Tests: new owner-repos-tab-422.test.js (9 tests); node --test 889 total / 887 pass / 2 pre-existing shell-serve failures identical on clean main; vite build green. Browser proof open (shared-daemon loopback guard).
Law-12: docs/go/12_web_ui.md route table + Decisions updated in the same commit.
