Embeds the provided label/tag SVG verbatim as the fifteenth entry in web/src/lib/icons.jsx and renders it decoratively on three surfaces: the issues-list labels filter trigger, the labels page heading, and the tab strip (option (a) in the #484 sense — conditional icon inside the existing Issues tab under /labels; a new Labels TABS entry rejected: splits highlight from navigation and would be the sole permanent-icon tab). TABS/tabs.js/#319/#274 untouched. Headless: new label-icon-485.test.js (9 tests); full node --test 1073/1071/2 (2 pre-existing live-server smoke failures); vite build green with the path in the bundle. No new deps. Decision appended to docs/go/12_web_ui.md.
