Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?
Fixes #513. Diagnosis: deploy lag ruled out (live bundle carries the #505 gate), anonymous summary 401 is correct server behavior — the fail-open tab was the whole story. Per the decided policy: Repo.jsx records an explicit 401 in summaryDenied, showChecksTab(summary, {denied}) hides on denial, loading stays fail-open. Untouched: /api#checks-ci pointer, deep-link empty state, tabs.js segments, #319 badge. Tests: node --test web/test/unit/*.test.js 1154/1153/1 (1 pre-existing live-server smoke failure, verified head-to-head on pristine main); vite+esbuild green. Docs: 12_web_ui.md decision appended.
