Fixes #530: the pulls list could not render a merged chip — PROut carried no merged field. Adds additive always-present merged to PROut, populated from the per-row pr.json sidecar ListPRs already reads (zero new round trips); Pulls.jsx renders chip-merged via pullListChip. Tests: internal/pulls -race pass, coverage 96.1%, node 1216/1217 (1 pre-existing smoke fail vs live :8080), vite+esbuild ok. Decision appended to docs/features/03_pull_requests.md.

PROut gains always-present merged (additive, old clients ignore);
ListPRs populates it from the per-row pr.json sidecar it already reads
