Reworks the PR surfaces onto the issues-surface idioms (structure only — all gates/data/fetch/cache untouched; #521 markdown/state/header stand).\n\n- PR sidebar → ONE card divide-y sectioned panel (Issue.jsx:549 idiom): Review summary first, then Mergeability (value via mergeableText + base/head/fork/warning/links sub-lines), Reviewers, Checks (label row + CheckPill, rows/zero-state/required/blocking), Merge (MergeBox as value, machine state as value line). ReviewSummaryBar/ReviewersPanel/MergeBox shed card shells; conversation-column cards keep .card-header.\n- PR list → flat border-t divider rows in one container (Issues.jsx:351-358 idiom): truncating title, pullListChip (#530) kept, refs inline, ml-auto right meta.\n- Decision appended to docs/go/12_web_ui.md (law 12). No backend change, no new deps, no new CSS.\n\nTests: new pr-structure-531.test.js (10 tests) + #531-scoped updates to two stale pins; focused 40/40 green; full suite 1240/1241 (1 pre-existing smoke failure, verified identical on main); vite + esbuild green.

Rework PR sidebar into one sectioned panel, PR list into flat rows (12_web_ui.md) d880c656b3

Forgejo #531: supersedes #521's structure only (markdown/state/header
stand). Pull.jsx aside becomes one card divide-y panel in the
Issue.jsx:549 idiom (Review summary first; Mergeability as a value via
mergeableText + sub-lines; Reviewers/Checks/Merge sections with
none-as-value anatomy). Pulls.jsx becomes flat border-t divider rows in
the Issues.jsx:351-358 idiom (truncating title, pullListChip kept,
ml-auto meta). ReviewSummaryBar/ReviewersPanel/MergeBox shed their
card shells (used only here); all gates/fetch/cache keys untouched.
Decision appended to 12_web_ui.md. Headless: pr-structure-531.test.js
(10 tests); full node suite 1240/1241 (1 pre-existing smoke failure,
verified on main); vite + esbuild green. No backend change, no new
deps.
