Docs-only: adds docs/style-guideline.md (normative UI design language with canonical references verified against the tree) + appends the verbatim AGENTS.md §2 amendment making it binding for all UI work. No code/markup/CSS changed. Closes acceptance criteria in #537.

Codifies the UI design language with canonical references (file +
ticket/doc, verified against the tree); appends the verbatim §2 working
rule making it mandatory for all UI work. Docs only — no code/markup/CSS.
