Closes #190. All markdown files outside docs/ now have all-uppercase names: git mv design.md DESIGN.md + README.md README.MD (AGENTS.md + DEVIATIONS.md already complied). References move in the same change per AGENTS.md law 12: .dockerignore patterns (case-sensitive match), AGENTS.md root link + prose, DESIGN.md self-title, root-README prose citations in docs/go/01_overview, 11_config_cli, 12_web_ui, 16_packaging. Deliberate stays (noted in commit): docs-internal README.md links, MASTER_RUST_SPEC historical names, DEVIATIONS.md source keys, hosted-repo fixtures + case-insensitive doc-tab pins, demo snippets. No Go/JS code changed. Verify: node --test 387/387 pass, vite + esbuild builds clean, go build clean, zero lowercase design.md repo-wide. No browser pass (no browser-facing change).
