Removes hand-holding prose from the issue sidebar; values and affordances unchanged.

web/src/pages/Issue.jsx: STATE card keeps the read-only state badge only — the close / reopen from the comment box hint is gone. (The label / milestone edits live on their pages (triage) line from the before-screenshot is already gone on origin/main, removed by #45.)
web/src/components/LabelPicker.jsx: dropped the sibling hint of the same kind — the empty-set pointer no labels defined — create one on the labels page. The picker itself (real affordance) and the applied-labels none value stay.
docs/features/08_ui_sdk.md: composer-actions decision updated in the same change (law 12).

Collapsing judgment (per task): no card became value-less AND action-less — STATE still shows the badge, LABELS still shows values + picker, ASSIGNEES/MILESTONE still show values — so nothing was collapsed; the sidebar is simply tighter.

Verification:

node --test web/test/unit/*.test.js: 245 pass, 0 fail.
Real browser (hub headless Chrome over CDP) against a local build serving the change: issue thread renders in dark (default) and light themes; sidebar reads STATE/open, LABELS/none, ASSIGNEES/none, MILESTONE/none with zero hint prose; screenshots attached to the check run. No JS exceptions and no app-level console errors. Pre-existing note: the page logs failed-resource 404s for GET .../api/tasks (Repo.jsx tasks-overlay poll, 404-tolerant by design — untouched file) and one GET .../api root probe; both pre-date this change and come from files outside this diff.
No new deps (JSX/doc-only change).

Fix #51 : drop issue-sidebar instructional text e4eae810da

The sidebar STATE card hint ('close / reopen from the comment box')
and the LabelPicker empty-set pointer ('no labels defined - create
one on the labels page') were hand-holding prose pointing at other
surfaces; the 'live on their pages' line from the screenshot is
already gone on origin/main (#45). Values (state badge, labels,
assignees, milestone) and all affordances (composer Close/Reopen,
Comment-and-Close, LabelPicker toggles) are unchanged. No card
became value-less/action-less, so nothing was collapsed.

Updates the 08_ui_sdk.md composer-actions decision in the same
change (law 12).
