New package internal/issues implementing docs/features/02 end to end: P2 numbering, P3 thread/event store, labels, milestones, assignees, write-time #N refs, ApplyClosingReferences seam, reactions, CAS'd index (counter-checked completeness) + issue-index-compact task, §10 notify/stream seams (nil-safe until internal/notify). Both lanes via the ExtraRoutes chain; composition wired; issues/index.json family joins the frozen overwritable list; E3 evidence entry; SDK + SolidJS pages (dark+light) + uiPageRoute entries. Tests: go test -race clean, 96.3% cover (gate ≥95%), 131 node tests pass, live compose stack verified (API flows + SPA shell + assets). Decisions appended to 02_issues.md. Not merging — review requested.

assignees, write-time #N refs, ApplyClosingReferences seam, reactions,
CAS'd index with counter-checked completeness + issue-index-compact,
§10 notify/stream seams (nil-safe until internal/notify lands).
Registered on both lanes via the server ExtraRoutes chain; composition
wired in cmd/walhub/serve.go; issues/index.json family joins the frozen
overwritable list (01_overview); E3 evidence entry (index-first 2 GETs,
bounded LIST fallback); SDK (web/sdk/src/issues.js) + SolidJS pages
(list/new/thread/labels/milestones, dark+light) + uiPageRoute entries.
Decisions appended to 02_issues.md.
