Fixes #115. The refs dropdown used the shared translucent
.card(dark:bg-zinc-900/70) so page text bled through (BEFORE screenshot on the issue). Generalizes the issue-#37.clone-bodysolid-panel treatment to every floating.cardpopover: ref-drop, tasks-drop, notif-drop, reaction-drop, label-drop, close-drop (solid bg-white / dark:bg-zinc-900, same-specificity rule ordered after.card). Adds a themed slim scrollbar (.scroll-slim: webkit thin + Firefox scrollbar-width/color, both modes) to the scrollable popover lists (refs, label menu, notification tray). Scope: clone menu (already solid), refs picker, tasks overlay, notification tray, reaction menu, label picker, comment close/reopen menu. No backend/SDK change, no new deps. Verified: vite build, node tests 257 pass, real Chromium CDP drive (refs open dark+light, solid computed bgs, zero console errors). Docs: 12_web_ui.md decisions entry.
