Merges the refs-dropdown functionality into the main @ commit pill on the left (one control: current ref + sha, opens the branch/tag picker). The standalone refs dropdown on the right is removed; Clone stays. Move, not rewrite: SSE streaming (50/page, 150 ms debounce), branch/tag switch, filtering, and /{full}/tree/{ref} switching are unchanged; dropdown now anchors left under the pill. Keyboard: native button baseline + aria-haspopup/expanded, Esc closes and refocuses the pill, filter autofocuses. Headless cover: web/test/unit/ref-picker-pill.test.js (6 tests). Browser proof in real Chromium via hub CDP: pill renders, picker opens/filters/switches branches+tags, ref switch navigates, head pill keeps head semantics, both themes, zero console errors. No new deps. Closes #214.

Fix #214 : refs picker into branch pill b17c3e978e

The standalone refs dropdown on the right is gone; the left head pill
is the picker trigger (12_web_ui.md §2.6). Move, not rewrite: SSE
stream, debounce, filter, and tree switching are unchanged.
