Fix #312: DateTime middle tier + tooltip #316

Middle tier (1–30d) visible text is now relative-only ("3 days ago"); the "{ordinal} of {Month}" moved into the hover tooltip as a "{Month} {ordinal} · local wall time + zone" prefix (e.g. "September 2nd · 2025-09-02 14:03 CDT"). 31+-day tier untouched. All format.js-internal (one new helper, one amended tier, one amended title); DateTime.jsx comment only. Tests: dates.test.js boundary pins (1/30/31-day titles, relative-only text); full web unit suite 596/596 green. No new deps. Closes #312.

fmtDate 1-30d tier returns only relative text ("3 days ago"); the
"{ordinal} of {Month}" moves into fmtDateTitle as a "{Month} {ordinal} ·
wall time" prefix for that window (e.g. "September 2nd · 2025-09-02 14:03
CDT"). 31+-day tier and sub-day tiers unchanged. New monthOrdinal helper
shared by the title prefix and the absolute form; dates.test.js gains
relative-only pins + 1/30/31-day title boundary pins; design comments and
docs/go/12_web_ui.md updated (law 12). No new deps.
