Fix #35: releases latest-panel design

Redesigns the bare Latest sidebar on the releases page: a latest-release card (tag link, draft/prerelease badges, name, time-stamped publish date, first 3 asset download links with sizes, +N more and view-release links to the detail page; loading-latest status while the 404-means-none fetch settles) and the shared Empty callout (new compact prop for the 320px sidebar) when nothing is published. Main list untouched; no backend changes (GET releases/latest already returns the full release incl. assets).

Verified: node --test web/test/unit/*.test.js 206/206 green (incl. 5 new keyAssets cases); real Chromium via CDP on empty AND with-releases repos, dark AND light themes — panel content asserted in DOM, screenshots taken, zero JS console/page errors (only Chrome network-log lines for the expected latest-404 on empty repos, which the page catches by design).
