Single navbar create (+) button left of the identity menu with New repository (/new), Import repository (/import), New organization (/orgs/new) dropdown; removes the navbar import link, the Repositories toolbar CTA (+canWrite gate), and the Owners header CTAs. /import route untouched; showCreate shares the identity gate; no new requests; no new deps; plus glyph drawn inline via the shared Icon mechanism. Tests: node --test 1009 pass / 0 fail (3 server-smoke skips, no server up); vite + esbuild builds green; go build clean. Decision D-WEB-13 in DEVIATIONS.md. Fixes #466.

Fix #466 : navbar create (+) button with New repo/Import/New org dropdown b69ebbb529

navModel gains showCreate (same gate as showIdentity) + createItems()
(/new, /import, /orgs/new); new CreateMenu clones the IdentityMenu
popover contract; plus glyph drawn inline through the shared Icon
mechanism (#465 shipped none). Deletes the navbar import link, the
Repositories toolbar CTA (+canWrite gate), and the Owners header CTAs.
/import route untouched; no new requests; no new deps. Decision D-WEB-13.
