Shared OwnerNameRow component for /new + /import: matched h-9 heights (native select kept), items-start grid with the Name error slot below it (min-h/aria-live intact), asymmetric sm 1fr/2fr split with truncate, mobile stack intact. OrgNew unaffected. Layout only — no backend change, no new deps. Tests: full node --test 1097/1095/2 (2 pre-existing live-server smoke fails, identical on main); vite + esbuild green. Decision in docs/go/12_web_ui.md. Browser proof open (shared-daemon loopback guard).

Fix #497 : Owner/Name row alignment via shared component c4ef9b7316

New.jsx and Import.jsx render the copy-pasted 50/50 Owner/Name pair
through one shared OwnerNameRow component (docs/go/12_web_ui.md
Decisions): matched h-9 control heights (native select chrome kept),
items-start grid with the Name error slot below it (min-h/aria-live
intact), asymmetric sm 1fr/2fr split with truncate, mobile stack
intact. OrgNew unaffected. No backend change, no new deps.
