Source: OSS-8 close-out audit (Paperclip).

README v1 list still shows unchecked:

pull requests (internal/pulls)
releases (internal/releases)

Both are implemented against their specs:

Pulls (docs/features/03_pull_requests.md + 04 + 05): internal/pulls (~49 files: open, refs/pull/N/head publish, mergeability cache + pulls sink, pull-merge/pull-fork/pull-update-branch tasks, drafts #613, comment lock #594), internal/review (threads, required-reviews gate #612), internal/checks (statuses + merge gate), required-reviews policy effect, full 03-section-8 route table in internal/pulls/http.go, web pages (Pulls/Pull/PullNew/PullCommits/PullFiles) + web/sdk/src/pulls.js + forks.js.

Releases (docs/features/07_releases_stars.md): internal/releases (CRUD, asset two-step upload, autodraft, latest-pointer, reserved latest/autodraft names) + internal/social (stars/watches/forks counters), full 07-section-7 route table in internal/releases/http.go, web pages (Releases/Release/ReleaseNew) + web/sdk/src/releases.js + social.js. Recent polish: #621 asset-upload a11y, #619 avatar/upload.

Done = flip both README lines to [x] with their existing links. Spec out-of-scope items (merge queues, release archives, download counts, stargazers page) stay out; they do not block the flip.
