Issue list rows: state pill moves after the title (fixes the baseline offset), and per-row .card boxes become divider-separated rows echoing the ThreadTimeline comment-entry style from #109 (border-t border-zinc-200 dark:border-zinc-800, first row flush). Filters, LabelChips, meta, pagination untouched; no new deps.

Verification: node --test web/test/unit/*.test.js 309/309 green; vite build + SDK bundle clean; no live browser available in this env (no CDP daemon, no compose per task rules) so dark/light + open/closed-mixed is by reasoning — the divider tokens are identical to the already-verified ThreadTimeline rows and no colors/classes were added.

Follow-up (not in this PR): Pulls.jsx still uses per-row .card boxes with dead card-list classes and a different meta-row layout — same treatment proposed there.

Issues list (12_web_ui): each row was a bordered .card with the state
pill before the title, offsetting the baseline. Rows are now
divider-separated (border-t zinc-200/800, first row flush), echoing the
ThreadTimeline comment-entry style from #109; the state pill follows the
title. Filter bar, LabelChips, meta, pagination untouched; dark + light
via the same divider tokens. Pulls.jsx keeps its card pattern — noted as
follow-up on the issue.
